The CHIPS and Science Act provides $50 billion through the Department of Commerce to strengthen U.S. semiconductor research, development, and manufacturing, with $39 billion for facility incentives and $11 billion for R&D. Eligible applicants include nonprofit entities, private-sector companies, and consortia with demonstrated ability to finance or operate semiconductor fabrication, assembly, testing, or advanced packaging facilities. The National Semiconductor Technology Center also provides investment capital specifically targeting startups and collaborations between startups and established companies. Startups in the semiconductor and microelectronics space can access funding through R&D Broad Agency Announcements for research, prototyping, and commercial solutions.
