Harpoon Ventures is an early-stage venture capital firm based in San Diego, California, United States, that invests in American companies building technology with both commercial and government uses. Its thesis is that technology will define geopolitics, and it backs companies across what it calls the Freedom Stack: compute and AI, energy and materials, IT and cybersecurity, next-generation aerospace and defense, advanced manufacturing and robotics, and biotechnology and biosecurity. The firm aims to fund companies working on technical bottlenecks before they become obvious. It looks for founders with speed, technical depth and a sense of national purpose whose companies can sell to both commercial and government customers. Harpoon invests at early stages from its $155M Fund IV, closed in June 2026, and also runs the Black Flag program for the earliest-stage companies.
