HHS SBIR Program

The Department of Health and Human Services administers the largest SBIR/STTR program in the federal government, with over $1 billion in annual non-dilutive funding primarily through the National Institutes of Health. Phase I grants up to $314,363 support 6-12 months of feasibility research, while Phase II awards up to approximately $2.1M fund two years of continued development. Eligible applicants must be U.S.-based, for-profit small businesses with 500 or fewer employees, at least 51% American-owned. The program offers three standard application cycles per year through the SBIR/STTR Omnibus solicitation, covering health innovations from diagnostics and therapeutics to digital health and medical devices.
